CiviMember does offer the free membership option and someone recently ...

Re: Looking for sponsor/mentor component
I work with several non-profits that work with underpriviliged children. Many of them do some sort of sponsor/mentor program where people can sponsor a child, a home, a school, or some other person/place that needs funding on an ongoing basis. Basically, it typically works by the sponsor sending in...

if its just 10-20 questions, then you should be able to do it using CiviCRM profiles and custom groups / fields
you can expose a profile and collect information about it in joomla front end etc

how complicated is the app?
you might want to take a look at:

Re: CiviCRM, Community Builder, & Joomla
DMC: As always thanx for the detailed post and comments. I think CiviCRM v1.0 - v1.1 focussed on the "centralized" database concept. Re: CiviCRM, Community Builder, & Joomla
actually civicrm works with both drupal and joomla via a very thin "CMS" layer (i.e. our integration with both the CMS is not as tight as some purists would advocate)
i dont know enough about community builder to really comment on this one way or the other

I would endorse and second erin's (mcsmom's suggestion). We actively support the joomla community within the joomla forum, and having our own sub-forum will allow us to create multiple threads rather than one humongous "mother-of-all-threads which we currently use to support *all* of CiviCRM joomla'...

The link to create users from a profile is:
index.php?option=com_civicrm&task=civicrm/profile/create&gid=1&reset=1
note that the profile needs to include either firstname and lastname or email. (since those are the required fields for an individual)
