if its just 10-20 questions, then you should be able to do it using CiviCRM profiles and custom groups / fields

you can expose a profile and collect information about it in joomla front end etc

CiviCRM v1.7 is expected to go code freeze by end of Feb. It includes the first version of CiviEvent which has simple event management with payment support etc

actually civicrm works with both drupal and joomla via a very thin "CMS" layer (i.e. our integration with both the CMS is not as tight as some purists would advocate)

i dont know enough about community builder to really comment on this one way or the other

I would endorse and second erin's (mcsmom's suggestion). We actively support the joomla community within the joomla forum, and having our own sub-forum will allow us to create multiple threads rather than one humongous "mother-of-all-threads which we currently use to support *all* of CiviCRM joomla'...

The link to create users from a profile is:

note that the profile needs to include either firstname and lastname or email. (since those are the required fields for an individual)
