According to the look i would think that it uses phpwiki, but this must be confirmed by a joomlacode administrator. The Bug Tracker - 1.0.x link also is present in the " Support & Assistance Appendix " of the Administrator Manual 1.0 at Help Site. This link was pointed to the Joomla! 1.0.x_Q&T board .
