Joomla is a Content Management System. Read the list of FAQ's and there is none on CONTENT

I need to define a strategy for managing content, and content creators:
- Decide what the content structure (Section-Category-Content) is for your application
- Decide what classes of content creators you have. (I have a large school with 75 employees, and 25 who create information).
- Decide exactly what tools / Editor you will provide to your content providers. Maybe have them differentiated.
- Decide how to TEACH the Content Creators how to use the system.
- Decide how to TEACH the Editor/Publisher people how to do their job. (Define a policy first!)
- Decide how to manage the Front Page. (Define a policy first!)
- Decide how to manage the life-cycle of information.
This is all AFTER you get thru all the other FAQ's and finally get a system running and customized! I have spent a sometimes-frustrating 100+ hours on getting a Joomla site sort of started. There is no overall Step-By-Step.

is just starting to work. I've done the first thing on the list above. Now I need to learn how to do the rest. Probably the hard way.
Any pointers to information / tutorials cover this stuff would be appreciated!

Joomla is a very functional system. It does NOT need to be so painful to design and bring up a non-trivial Joomla Site!
